Background

Cities are increasingly expected to shift from “sites of resource consumption” to “sites of resource production and circularity,” where solutions are implemented and new value is created. Local governments play a critical role in the transition to a circular society by operating waste management systems, developing urban infrastructure, influencing consumption behavior, and collaborating with the private sector and civil society to establish effective systems for resource circulation.

Across the Asia-Pacific region, however, cities face diverse socioeconomic conditions and persistent challenges, including limited waste treatment capacity, environmental sanitation concerns, landfill constraints, and growing energy demand. Addressing these issues while improving resource efficiency and introducing circular business models remains a key priority.

In this context, there is a strong need for integrated, Asia-specific actions and solutions that connect waste management, resource recovery, energy systems, industrial development, and inclusive urban governance.

Our Vision

The Asia-Pacific Circular Cities Forum (APCC Forum), building on the achievements of the Asia Smart City Conference (ASCC), whichhas been held annually in Yokohama for fourteen successive years since 2012, is a platform where a wide range of stakeholders come together to share knowledge and collaborate. Participants include city leaders and practitioners, as well as representatives and experts from governments, international organizations, research institutions, and the private sector.

At the inaugural APCC-Forum 2026, leading experts and innovators in the circular economy from the world will gather in Yokohama. The Forum will provide an opportunity to explore practical pathways toward cities that achieve both environmental sustainability and economic growth.

In addition, city leaders and/or senior officials from across Asia who participate in the newly established Asian Circular Cities Declaration (ACCD) will come together to share their perspectives with the global community and to expand momentum for circular city development throughout the region.
